Dawn Wilkes is currently seconded from the United State of America to the Universal Postal Union as the Program Manager for Security. She has held this position since November 2018. During this time, she has conducted numerous large scale capacity building workshops in the Caribbean, Asia Pacific, Africa, Middle East, and Latin American regions while working towards accomplishing the key performance indicators set at the Istanbul Congress in 2017.

Previously, Ms. Wilkes worked as a Postal Inspector/Program Manager of the Global Security Group at the San Francisco Gateway for the U.S. Postal Inspection Service (USPIS). USPIS is the Federal Law Enforcement branch of the U.S. Postal Service (USPS). In this role, she worked closely with numerous federal agencies to coordinate international mail security training and respond to requests that pertained to the Asia Pacific region. She also collaborated with representatives from the Asia Pacific Postal Union (APPU) on issues relevant to the protection of international mail.
